Inconstant actor behavior

I'm having a problem with the behavior of my actors, about 80% of the time they work as planned. Then every so often they don't work. When a ball hits one of my actors it goes to a Destroy rule and inside the Destroy rule I have an Animate (animation) then after the animation it does a change scene. Most of the time this works, then 1 out of 8 times or so nothing happens. Any ideas on what I'm doing wrong? I'm using 9.85 beta version. Thanks for your help.

    could be its destroying before it has time to have everything else take place.

    Here is my screen shot of my actor, I tried moving the order of steps around, but it still is inconsistant.

    you have your timer set to every 1 second, change it to after 1 second and check run to completion
