best way to trace a hand drawing on photoshop?

i made some characters on a paper and scanned them, then i am trying to trace a line on a new layer but i can't make a perfect curve line so when i put them on the iPad viewer the character looks a little bad, i trying to have a finish like the family guy cartoon.

    hey tshirtboot have you use the iPad to trace, i try it and it works great, but when i trace this bird and cropped on photoshop then transfer to gamesald, i can make this bird really big and it don't get pixelated but if i make small it looks bad really bad, do you know why?
