Apple rejected my game twice for this reason, I do not know what they want. I don't want a web app. There is no money in web apps, that why I made it for iphone. Can someone help me deal with Apple? They are hard to deal with and provide little or no support. I would really appreciate help. Thanks.

This tells you EXACTLY why they are rejecting your app. In other words they don't think your app is good enough for the app store so are just telling you to release it on the web as that doesn't effect them.
Why don't you upload some screenshots, especially of the user interface so we can suggest what is wrong with it?

I know being rejected from apples ITC is very frustrating, its happened to ALL of us. you need to calm down and focus on the main objects,
What your having is a small problem, it just means "Change your GUI (Graphical user interface) and the functionality of your GUI, if you are having trouble doing this i would suggest one of TSB's Menu templates: http://gshelper.com/?p=4
