Apple says promo codes wont let the buyer review the app

yet i have had three people post reviews using promo codes. has apple let promo codes review again? or does it just limit apps that are in the top 200? hmmm....

    two of the three did it on their iphone
    just redeemed on the featured page under codes.
    then went to the app and left a review

    will my reviews be taken off/not counted once i get enough to show average rating?

    different question.... any one tried gifting the apps for someone to review? does this work??
    can you buy your game by gifting it and send it to some one for a good review?
    your essentially paying 30% of your app price for a good review
