When an account has bought it once, it can't buy it again. You can, however, give out promo codes.

Edit: I see, you mean "gifted apps" Duh…Sorry. On that, I have no idea.

I would be curious about this as well. Seems like $100 in Gifted Apps could prob do more for your Ranking Than $100 of Advertising. So its an interesting thought.

did some more digging, and they do NOT count towards the charts....

says a few game blogs, but i haven't seen anything official from apple on the matter
