Reinstall Lion

Hello,
Is it possible to reinstall Mac OS X Lion, so all apps will be deleted, and it will reset all settings, but it will keep files like photos, GS projects, music, etc?

I don't have Time Machine, and I need to do it, because GS team had no problems with publishing my huge games, and it can be something with my computer, or changes I made in Mac files.

    I know that it can sounds funny, but I have never reinstall any Mac OS, and I don't know if I can do it that way, so the entire os is "clean", with no apps, original settings and files, but without deleting files like photos, videos, gamesalad projects etc.

    I know if you have time mechine you can do that

    or just use appcleaner to delete all your apps and use the install CD to recover
