i think the reason being these scam apps use cross promotion services so the buyers land on the app not because they are doing research but more of a impulse buy when they see an ad.
no what i mean is these top ranking apps... a lot of them are scam apps gaming the iTunes store system. or just regular apps gaming the system(successfully).

It takes 5 reviews to get an average rating, but unfortunately, like what has already been said, they don't count towards ranking.
I also understand that the number of downloads is only one factor in the rankings. I have heard that Apple's algorithm depends heavily on how often and how long apps are actually used (opened and being used) by purchasers. I have no doubt Apple gets that data from the devices, but not really sure they would base rankings on that in part. But that is what I read somewhere.
If this is true, Angry Birds will remain in the top of the charts for a long time (even when it reaches saturation) b/c it is played so often
