Cannot Upload/Sign App

Hi everyone,
Right now, when I try to publish my iphone app, it gets to the signing app part of the process and then an alert comes up that says,
"This file could not be opened because it is not in the correct format"
Anyone else have this problem or know how to fix it?
Also, I cannot seem to see the apps I have built. It requires me to create a new one
