Respawning destroyed actors

Here are the screenshots of my dilemma:

The top photo is what my Scene 10 is suppose to look like. It is basically a background with 10 spawned actors. When Scene 10 is run on its own, there are no problems. However, when I run Scene 9 (middle photo) before Scene 10, Scene 10 starts up looking like the bottom photo. In Scene 9, each of the spawned actors are destroyed, so I'm guessing there might be a problem with how GS is respawning destroyed actors. Any ideas? Thanks!
