I have done pixelart for a long, long time... and to me the best tools back then were promotion (for its great palette tools and optimizing of animations) and for the quick and dirty corelphotopaint (for its full colour palettes, colour reductions, animations and easy to use layers)...
and as a truely old fart with a nostalgic touch - nothing beats Amigas Deluxe Paint - I fondly remember the endless hours spent pushing pixels in that program.

Another old fart throwing it right back at ya!.... I always preferred Neochrome and OCP Art Studio on the Atari ST, over Deluxe Paint... particularly OCP when it came to sprite animation.
These days, if people want to be serious about their pixel art, and use the best software, then they should try Cosmigo ProMotion. Its been the daddy of pixel art packages for the past 10 years, and is used by most of the larger studios and publishers including Gameloft and EA. Its a very easy to use, and very powerful pixel art package.
It costs around 80 bucks, but its money well spent if pixel art is your thing. I highly recommend it.... its only available on PC though....
@Chunkypixels- Neochrome was so good- remember the 512 colour version just before the Atart ST faded away? I had Deluxe Paint too but you had to buy it! Neochrome was PD.
EDIT: Just out of interest, here are 2 pictures I made with Neochrome in 1990. The were for an adventure game published in the UK by Zenobi Software.
Thanks guys! BTW these pics were only 16 colours, Sega Mega Drive was 64. As far as I know the games are still available from zenobi.co.uk - they work with an emulator on windows.
Currently for pixel art I use a mix of Pixen and Photoshop.
