Neon Art??

Hi Guys,
Im working on a space app, which i thought id do in "Neon".
I was inspired by @beffy_clyro 's Line Arx Style art.... The torn style art!, There are another few GS games like this, Im crap at art! , Does anyone recommend an artist for this! ,

I'm also doing a Neon style space game its about 50% done at the moment, I'm doing all the graphics myself its pretty easy just google neon effect and it will give you loads of tutorials on how to do it.

I know i can do an outer glow effect in photos hope but i want an artist!

Ive now got 6 artists wanting the job, Im giving a test to everyone of them! , Anyone recommend any testing methods?? :P

something harder than you requested lol how is a good artist meant to be seperated from a not so good artist if the test is so simple that anyone could do it..

Well harder isn't everything, Sometimes you can know more from what an artist puts into a simple thing like what I asked of you, For example I've now nailed it down to 3 people, (Your still one of them! )
