FPS during scene change.

Hi all,
I'm currently testing my first major project, and when using GSviewer, the FPS hovers between 55-60 most of the time even when the more logic heavy, or physics heavy elements are taking place... so this i'm obviously happy with, however I've noticed that the only time my FPS drops significantly is as the scene changes, i.e loading a new level, going to main menu, or level select screen etc.
What I'm seeing is that immediately after the little loading shell disappears, the FPS drops to circa 10-20 for 1-2 sec before jumping back up to the normal 55-60 and stays there for the duration of game play.

1) Is this normal?
2) It doesn't affect the gameplay, and there is no noticeable stutter, graphical glitch, or slow down, ( both in GS Viewer running on my iPhone 4 and on an Adhoc build on an iPad 2) so do I need to worry about it at all?
3) What is responsible for the sudden but short lived drop?
It is just all the actors, images loading up initially that is doing this?
