hi, quick question, do u need a license to put apps on the app store or can u just sign up to apple developer and put apps on the app store.

Once u have a Dev account and have filled out the contract/tax stuff you're good to go.

Yes you need to purchase a developer account from apple for $99 then you can do it all.
