!!!!Problem with Layers!!!!!

Hi , im kinda noob with this :P
My problem is that i have an actor(enemy2) that spawns later in the game and i want it to be a layer behind actor enemy1 which begins spawning in the beginning. I only know to create actor layers by drag/drop it in the scene but the problem with that is that it will spawn once in the beginning which i dont want. Please help me with this , many thanks if you do...
