Splash Screen?

How do you make a Splash screen? It says its in the new update but i can' figure out how to do it

    Just make a graphic 320x480, and during publishing click Advanced and upload your graphic.

    . . . . if it is for a 3G iPhone in portrait mode, obviously the sizes will differ greatly for iPads and retina iPhones and landscape modes and Android phones . . . (etc)
