Help with understanding frame rates

I'm getting average 39 frame a sec on my 3GS and Im worried that on a first gen touch or phone its going to be a lot lower.
What are the optimal frame rate to aim for? Is it okay if its 25 a sec or above? (like tv?) or am I in trouble? I see a lot of talk of 60 frames a sec.
