Global Countdown Clock

I was wondering if anyone has any good ideas or ways to create a global countdown clock. I would like it to be a Game Attribute and I plan on linking anything that would normally use a timer to it. This way I can pause the game simply off of the clock instead of having to code it into every actor ( I don't want to use the Game Pause behavior because I want as little game loading as possible). Thanks
