"Custom" Collision points?

I have a game where you use a crosshair and shoot stuff.
But the stuff has transparent areas around the shape. And I don't want the outside of the scope to cause a hit.

I want it so that only if the actor is colliding with the centre of the crosshair to trigger the rule for it to be shot.

I noticed @Tshirtbooth has a video where you can drag an object from where it's touched. Maybe somehow that could be used in this goal?

Sorry if I sound weird in my explanation, been hell tired lately... I-)
