How to keep an actor in the same place on the screen?

First off - hello! I'm new to this community, I just started playing around with GameSalad and so far I love it! I have a few newbie questions-

I have an actor that I would like to remain in a static position on the screen. Right now, when my character goes off screen (and the camera follows it), the actor moves along with the background. How do I keep it static?

Is there a way to freeze actors, or select from a list on-screen? I'm coming from a photoshop/illustrator background so when I have a lot of elements on screen I find sometimes it's easiest to have a list of them.

    Looks like you need to do some reading first.
    The reference section will answer most of this for you.
    Also...there are tons and tons of newbie questions already answered...read some of the old posts first.
