does ratings are from all countries?

like i if get 10 ratings and 10 reviews from the usa only, will this ratings will appear in all iTunes around the world, or like if i get 10 from usa and 5 for uk, will my ratings be showing 15 reviews in the usa? or only 10?

no your ratings only show up in the country your iTunes is in.

Does the mean that if I put out a game here in the UK - and get a few good reviews - then people looking at the game in, for instance, the US, will not see those reviews ?

Correct. The same way your game ranks differently in different stores, the reviews and ratings apply only to the store that they were left in

I think I was a little thrown by this: "your ratings only show up in the country your iTunes is in" - I read it as meaning I would only get ratings in the country where my developer account is . . . ?

Can I upload my app to any iTunes store I like (ie: japan, France, US, UK, Brazil . . . etc etc) or are there limitations ?

Yeh by default your app will go out on sale to all countries available unless you specify otherwise.
