Did apple change promo code reviews?

I remember a long time ago someone who downloaded a game with a promo code could leave a review for the app, but then apple changed that. Recently, on the forums, I've seen some people announce their games and offer promo codes, asking people to leave a review. So did apple change it so now you CAN leave a review w/a promo code?

Yes, I think they switched back a few mths ago
