Android Easier than Apple?

How can I get membership with the android compony so I can publish to android? Is there a web page? Does anyone know how much? Is it easier than apple to setup?

Sign in with your gmail or google account and set up your account it is very quick, cheap, and easy.

You also have to have a pro account

I think the Apple process is much easier, but the Android one is not that complicated as well.
