Dynamically switching layers

I was wondering if anyone has a good way to have objects shift layers dynamically. Or something similar.
For example, I have a guy that can move up down left and right on a street. Lets say he walks past a car on the top half. The car should be in front of him so it looks like he is walking behind it. If he is walking on the bottom half the car would be behind him. Any ideas on how to do this? If it is even possible.

Thanks, that was helpful and pretty cool. I'll see if I can get that to work in some way for what I'm trying to accomplish. By the way I was curious if you still look over project for some fixes for payment. I was thinking if there are some bugs or odd things happening that I can't sort out at the end of this project, I would see if you would be willing to polish it up some for payment. Thanks again.
