Noob questions here

Hi all,
I am new to this forum and new to game design, so please forgive me if I ask some questions that are rather simple..
1. I want to develop a top down shooter using the control template that is provided by gs.
Q. Which is better to make a huge scene/ lvl ( on one map) or make a series of scene ( many smaller maps)?
2. I want my game to have resource collection for upgrades and such ( time based, like u get x amt per hr based on your collector upgraded lvl)
Q. is the device time the only way to measure time because i know in other resource base game they have it set to server time to avoid ( cheating/ hacking by players)?
Q. is cheating by changing the device clock even a problem?
