What is the general rule for premium templates?

Hi all
With recent conversations with a few fellows and reading upon articles.
What is the general rule for paid templates?
I say this because we don't want to see clones of games within the app store but 'awesome' gamesalad members create templates for people to buy. The sellers even say things like 'this is a fully featured template, all you need to do is change the art etc'. Does this not promote clones? I am sure that apple have fail safes in place.
please note this is not a jab to anyone, I just wanted to widen my mind with app clones etc.

Smart way to use a template: Dissect every rule used in it, learn how others did in one rule what you did in ten, learn new techniques and how to use behaviors that you never thought would be of any use. Apply what you learnt to your original game to make it even more awesome and upload it to the AppStore.
Either way is accepted by Apple. There have been numerous cases of templates uploaded as they were (even with watermarked images) that got approved. So, unfortunately, it's up to the developers morality to understand how to use templates.
