Sound Effects

Does anyone have a recommendation for software that helps for creating game sound effects? Something focused towards game developers would be best, but a general purpose tool is fine too. Not looking for music creation software, just something to help create the sound effects. Prefer Mac OS X but Windows is fine too.

It was recently updated for Lion. I think it's one of the best toll for sound effect, particularly if you want to do games with a retro touch.
