Personally, if you can only afford 1, buy the iPad 1 it's has the least powerful processing so you need to beable to run on that platform. You can always find someone with a 3 to check the retina art for you. -

I agree with tenrdrmer- go for an iPad 1. I had my current project working well on my iPad 2, but just recently tested it on a borrowed iPad 1- only to find I have a lot of crashing due to the smaller memory size. I have had to totally restructure my project to work with iPad 1, but I think it will be worth it for the extra sales of my game.
Also, iPad 1 is not obsolete. Apple are still selling reconditioned ones on their website (284 Euros with Apple warranty is currently the cheapest). iPad 1 is a significant part of the overall iPad market. There are millions of them still in use. -

Head on over to eBay and pick up an iPad 1, it doesn't matter of they are in production or not, but it's really stupid to only test on the new iPad. Sure, you. An test your retina graphics, but if it's stalling out on iPad 1 & 2 then you have lost a HUGE userbase!
Also, I have to disagree with @theCodeMonsters because there are more iPad 1 & iPad 2 active users than the new iPad, so to assume that people are using the new iPad is a huge mistake.
Use the rest of your money to save up for the new iPad. Then you can find a happy medium between performance and pushing the limits.

Yes there are more iPad 1 & 2 users. However all I was saying is that if you cater to the iPad 1 & 2 users, your not catering to the most current features. For example, the new retina display, if you get a iPad 1 or 2 then your game will not look very good on the new iPad.. There also disadvantages to this as well, the A5X chip. Not everyone is runing on this type of processor, so your game may not work as well with the lower generations. So it all comes down to preference. -

the XCODE's simulator can't use independent for it,it does only for the work in Xcode. So it compels me to buy a true machine to test the game
@tenrdrmer thanks for reply again. In my country ,ipad1 is not easy to buy because it has stopped production, and new iPad has no any news about coming soon in my area(apple comes to the trademark copyright here,so I'm not easy to find someone with a 3 to check.if I buy the new,I should go to the next door area [-( ),but I hear that many people in the world has bought the new, this is the problem that how about 1024X768 in new iPad,better or worse? If better ,ipad2 is a good choice, otherwise I should use the new.
Now, if you don't want to fork out an extra 100 bucks. DON'T DO IT! The iPad 2 is a great device and honestly you cant go wrong either way.
P.S I have all three generations (huge Apple fan
the answer is very useful for me ,thanks a lot & cheers
