Why IPAD version publish only 4.2 4.3 5.0

when click-publish-platform-advanced options-minimun supported IOS version, it only be choose 4.2 4.3 5.0, not 4.0 (If my iPhone version publish can display 4.0 to choose)
why? and how to solve it?

    The only way to fix it is to get Apple to redesign the iPad's iOS - iOS 4.0 doesn't run on iPad.

    @mynameisace it means that a normal situation?Everyone has the same like that? This is my 1st time to publish on iPad,so not know very well

    Yup, no iPad in the world can run 4.0
