Drag actor with finger

Hey everyone I have another question I can't get my character to move when my finger is placed on it for example I want a square to be able to move around the screen when I touch it but I can't do it.

Rule: when touch is pressed
-constrain self position x to mouse position x
-constrain self position y to mouse position y

I do trust you guys ive followed heaps of your videos @tshirtbooth and when i ask a question or looks through the forums your on almost all the questions ive seen but the problem is I followed what you guys said not the touch but now the actor won't get off what I'm trying to do is when I touch the actor I can move it when I stop it falls.
