Cheapest Android for Testing

I'm an avid Apple device user. Therefore I have 0 Androids in my possession, or near me to use.
Does anyone know what the cheapest Android is that I can buy that would work perfect just for testing games and using the Android viewer for GS? I don't know ANY android devices period, so I have no clue.

A cheap phone is going to have cheap and cut rate parts, and will run like it does

Not ideal.. but it's fairly inexpensive...and it does some cool stuff that a phone or tablet doesn't do (for when I am not using it for testing)....i.e. play SNES games on the go, with real controls
@Sparkyidr Hmm, and the Android viewer works well on it?

Is the YDPG18 (Upgrade version) an upgrade to the one you displayed. You would figure so from the name, but I just watched a bunch of reviews between the devices and people make it seem the YDPG16 is the better one..?

From what I can gather, there are 2 versions of the 18... the newer of which is better (obviously)
I think the 16 only has a 2 point touch screen, where as the 18 (new version) has a 5 point touch screen.
everything else about it seems pretty much the same.
