Can I make an iPhone game with the free software?

I was planning on making my app with the free software, then if I like it I will buy the other ($99) version to publish to my apple developer tools, my question is, can I make the app on the free software? Or do I need the paid one to make it? I know I need the paid to publish, but do I need it to create a game for the iPhone or can I use free?
