mac publishing Errors GS

I'm not sure if this is just me. But I can't seem to publish to the mac appstore. I've gone through all my certificates created, installed and revoked them numerous times. So is this happening to anyone else?

This is the error: Code signing failed. Make sure your Mac developer certificate and WWDR certificate are installed.

    I had this problem earlier and I dont know if this is what fixed it but I went into the tax info and contracts section in iTunes connect and there were some unchecked contracts. I checked them and when I tried again it worked.
