Yes.
You just have to buy a Google developer license ($25) and then upload the .APK.

I have sold over a thousand copies of my game across all channels (iTunes, Mac App Store, Amazon, Barnes and Noble, and Google Play) since June 5th. For me, Google Play is the WORST. I have sold a whopping 2 copies on there - yes, I said TWO copies. I will still release to it, but it's not going to be my focus at all going forward.

Google Play is pitiful... Amazon and Nook are the real deal when it comes to Android.

I must say, it should not come with a surprise. Since there is no review process the market is full with mainly junk, as a result there is no customer confident in buying anything. The chances of getting scammed on Google Play are much higher compared to the others.
