To have the game over scene come in do you simply do the change scene behaviour or is there another specific way?

you can...
1. Change scene (load time )
2. Change the location of the camera to where you have your game over view
3. Bring in the game over actors on top of the screen that you view

I would not do #1, but #2 and #3 are both fine depending on the style of the game.
