Collide for x amount of seconds?

Hey guys, just a quick question here..

Is there a way to have a rule that says the following?:

"If actor 1 is touching Actor 2 for 3 seconds--->Do something"

    Yuh its like when actor1 collides with actor 2,
    after x sec do something.
