Can I use my friend's computer (a Mac) to register with Apple and submit my GameSalad game on Windows without ever having to use the Mac? How does the whole process work anyway? Thanks!

    no.
the only way to submit your game to apple is by using a mac. you can use the windows game salad to design your game, but you must publish it from a mac with Xcode and your dev certificates installed. after the game has been published you must submit it to apple using the application loader, which again must be run from a mac.

Well, i guess, but you might not want to...

Read the cookbook tutorial about apple publishing and i'm sure you'll understand why.

And if you give someone your game to publish it with his Mac, it will breaks GS ToS, and you will still need a Mac to upload the game to AppStore (using Application Loader in Xcode - which works only on Mac). If you give someone else to send it for you, you will have to give him your Apple dev password, which breaks Apple ToS.
And this person who has your password, can change your bank account number, or even steal your dev account.

You can probably find a cheap used Macbook or Mac Mini if you look around.
