You need to have OS Snow Leopard. Which was released in 2007, so I'm not sure if a 2005 mini can run Snow Leopard.

The new Xcode doesn't work in snow leopard as apple stopped updating Xcode for it. I wouldn't invest much as that machine could be useless for you in a year. But double check apples sight for minimum required machine for snow leopard.

If you want to future proof yourself a bit, you should make sure that the machine will support Mountain Lion.

If you just want to be able to publish right now, all you need is a machine that can install Lion:

What you want is a machine that is capable of running lion this will run the new Xcode and be good for a few years.
