You can use the accelerometer attributes to determine when the phone has been tilted. I have a video tutorial in both of the links in my signature.

You can't. You need to preview it on a device.

You would need the GameSalad Viewer (http://arcade.gamesalad.com/download/getViewer).
what do i do in the gamesalad viewer?

After you install it on your iOS device, typically via Xcode (sorry, I don't know how this all works in Windows...), you then preview the project file on the device and use the tilt function to test it.
