workable area increased but can't preview the entire area

I'm still learning my way around GS and I'm stuck on something (may be because I"m using Windows). My problem is I've doubled my scene's height dimension after adding some actors and don't know to how to bump everything UP to the top of the scene so I can add stuff below it. When I try to just move everything up the double white line boxes stay where they are at the bottom so I don't see anything when I Preview. Also ,during preview, what allows the user to scroll down the screen, arrow keys?

    You will need to manipulate the camera origin somehow. You can either directly change the values or you can make your controls move an actor around that has the control camera behavior in it.

    The attributes are in the scene level though so you can only access them from an unlocked instance if you want to go the route of directly adjusting the origin values.
