Help with Adsense for developer

I am trying to create an Adsense account to receive from Google Play as it is mandatory now but I got rejected as my website does not have content for adsense.
The thing is that I just want the adsense account to receive the money from the apps that I will sell on Google Play, not to put the banners in my website.
Does anyone knows what I can do as it is impossible to get an e-mail to contact google...
