actor move relative to wheel rotation?!

hey
im trying to make an effect like a cog-wheel that moves an actor on the x axis
so that if you rotate it CW the moving actor moves left, and if you rotate it CCW the actor moves right.
hope it make sense and sorry for my english.
the goal is that the moving actor is hidden on the right side of the screen
( position.X > 480 ), and when you "spin" the cog-wheel with your finger CW the moving actor "chain" moves left into the screen
im trying to do so that 2 full spins makes the actor reach the left side of the screen.
i managed to do something but its very laggy and im having difficulties when i return back to
0 rotation, and the "chain" actor jumps all over,
any help will be appreciated..
