How to make scrollable text

Hi everyone!
I would like to make scrollable text on my app.
My question is:
In photoshop how do I make the text?
Do I let it run off the page?
Do I make it on two pages?
Do I not even do it in photoshop?

I imagine someone has a better solution but here are my ideas:
• Using a pre-made graphic of the text and mask it inside a graphic sitting above it (gives it a nice border and edge if it is taller than the screen) and scroll the text graphic in the Y and measuring the touch values in the Y. (swipe direction too)
• Use a table value that has text in it within an actor and make sure it is wrapped - then place it as above. The problem is that the wrapping is not a strong method of control of text breaks etc. You can use OPTION & RETURN keys to force the live text to have returns as chosen locations however.
