HELP with constraining rotations

I thought I saw this somewhere but haven't been able to find it.

I have an actor that emits particles (smoke). It trails behind another actor (car) and is constrained by a rotation. When I rotate the car the smoke actor goes off centre.

How do I change the offset of the constrained smoke actor so the particles always emit from the correct position relative to the car?

Does this make sense?
