How to make only part of a screen scrollable

Can someone help me, I want to make one section of the screen scrollable. Is this possible if so can I please have some help thanks.

    @uptimistik is there a limit to how big your the scrollable layer can be? I am trying to make an upward scrollable one (quite like your Super Flying Boy - which looks really good by the way!) which doesn't need to be endless but say 10x an iPhone with RI checked on landscape...
