scrolable/not

I have a layer that is not scrollable but when I preview it the layer dissapears, why? Also when I change the layer to scrolable it apears again but I still want it not to be scrolable

    Check your starting camera position - this is the cause of this.

    it is on the layer already, any other ideas

    1. content is in area less than display size … default size
        (480x320 iPhone landscape)
    2. layer order in Scene … layer (above the bg) so it isn't covered over

    @MotherHoose nope neither of those are the problem.
