What are Dynamic layers? (couple other things to)

I read most of the Survey thread that names all the features and I didn't see anything that explains what they are in details.
(Might of missed something) someone asked to but he got no response.

I'm thinking it would help with RPG's especially.
The reason I got in to games was to make this RPG i've always wanted to make, been storyboarding and doing Graphics for it for quite some time now, i'm going to commit I guess, my life to it. Even if it costs me 10's of thousands. It's a big part of why I wanted to make games.

Also, i'm going to get a new iMac, but I think a new one might be coming out in October, i'm only getting it just for Gamesalad. Nothing else. Any suggestions on whether I should wait and what Specs I should get?

    I think they are layers that can change in their order. So move a layer to the foreground or background.

    Yeah, I think they mean their layering position can be changed with rules and so on.. but still not sure.

    I believe what that means is the layers can be reordered as a whole and maybe even actors themselves can change layers as needed. ie Moving in front of a tree and then backing up and walking behind the same tree with out and process heavy tricks.

    I believe with "Dynamic layers" :)
    If anyone has an informative reading on this please share .
