Need CAMERA CONTROL help before my computer suffers the consequences...

I have spent the last hour on the forums, watching videos, etc and I can not solve this supposedly simple problem. In fact, I have done it before in my games but for some reason the camera controls are not working.
I even started a brand new file just to try it out and it still doesn't work.
1) Create a bg
2) Create an actor that moves left and right when a key is touched
3) Make sure both of these are on a scrollable layer
4) Resize the camera area so when the actor runs into the boundary, the camera moves
Should be simple right? Does not work. I even restarted my computer, reinstalled Gamesalad Creator.
Does anyone have any suggestions?
