2 gig limit on Mobile Devices?

Someone was telling me we can't have more than 2 gig on an App or on a device or something, but he wasn't 100% on what he heard. Can anyone elaborate for me? Is there a limit of some kind?

    Google increasing size to 4gb and for ios device its 2gb

    But in matters of GameSalad, I had serious problems with a project that was ~150MB in size. It wouldn't even upload to the GameSalad server.
