Do you incorporate Game Center BEFORE publishing, or after?

I'm a bit confused. I watched the tutorials on how to incorporate GC into your game, but people delve into creating your own app on iTunes connect. Just lost because where would I get the GC leaderboard IDs if I don't publish it first without GC? And if I publish it first, do I have to update it with GC? Someone please clarify. Thanks

you must publish it to the stage where it says ready for binary upload or something like that. You are not actually submitting it to be published but just setting it up.

Thanks for the clarification @bjandthekatz . Another little question - does GC automatically post scores if nothing has been specified, or do you manually need to click something like post score? thanks
