Yes windows has 2 developer options. $49/ year for Individual and $99 per year for a Company. The main difference in the two is the company can also list standalone desktop apps not available through the windows 8 Store in the windows 8 store.

Basically if we choose individual license we can only sell on appstore and no where else?
Ok I have windows 7 ultimate x 64 bit. If I upgrade it will be mainly for using the app centre to sell my games.
1) So I bought ultimate for 200$ one year back and if I upgrade I only get windows 8 pro for additional 40$.
2) there is no guarantee that all my hardware ( which is a workstation) will work with windows 8 properly.
3) No Start menu
4) To sell apps on windows store a developer license of 50$.
5) and to publish on windows 8 from GS, I also need a PRO version? That's another $250 per year?
6) Windows whenever released are always buggy and need constant upgrades.
I think I will stick to apple for now and if my games make money then progress to upgrade to windows 8.
